The Wicked Witch of the West from The Wizard Of Oz came first in a related 'Top Villains' survey. The green-faced wretch beat Darth Vader and Hannibal Lecter to be crowned the most evil movie character in history.

id say teh idea of Bond is bigger. Well as far as constantly identifiable presence goes.
