Yes, Ian Fleming made sure his villains were crackerjack real world operators with practical plans.

Cubby insisted they take real world headlines and make the stories as real as possible for the movies, he wanted to do a story on water rights in Bolivia for Thunderball but it never happened. In 1976 Moonraker was actually happening in space with Russian and America fighting it out with lasers. Gambling to stop a bad guy from recouping funds already lost to give to a terrorist group, well it only makes good sense to play along, then f**k it up.

Bloody hell!

What made Fleming's world work is it wasn't serious, there was enough of real world information to help add gravitas but the fantasy never depend on it . The real wold of espionage is boring in comparison. But by all means lets fact check the bad guys plans.
"That f**king truck driver!" Ian Fleming

Exactly! DMC was very bad, the DAD book equivelent. I don't think Faulks has any business commenting on Bond after the dross he served up.

Maybe his mistake was trying to write as Fleming. I have never read any of Faulks' own books, but if he hade written Devil May Care in his own style, it might have been better. And I think Carte Blanche was even worse.
