Quantum has not flopped, but the Box Office take must be of some concern to Eon. Quantum of Solace had a bumper budget and a huge marketing campaign. I'm sure Eon and Sony were hoping for a blockbuster.

It may sell and would be worth it if they are able to earn back the money spent on the movie including promotional ads and paraphernalias. Looking at the BO statistics, QOS is "successfull" without thinking about the money it took to make and promote the movie.

Movies are deemed to be successful if it reaches the $500 Gross worldwide. But for QOS? a budget of $250 more or less?

Of course it won't, QOS isn't a summer release and it's not even opening on a holiday weekend. If it managed to make 70 million in one weekend that would be the most unexpected thing to happen in a time like that, even for a Bond film.
