Shame I quite like him.
I have reasons to doubt they go full on Blofeld. They are nothing substantial only surmises from something they have said repeatedly. I believe some fans are taking things too far expecting the return of the number one Bond villain in everyone's minds. Fans have spread rumours of his return for many year and just because the rights have be secured I can't picture them tossing it all away to use Blofeld.
However;
What we know about the 007 team is they often have no clue as to what they said previously, so perhaps they will do it after all.

Yep, that sounds about right. Since they still didn't have the SPECTRE Movie Rights as of QoS, they gave the yet-unamed "Organization" of CR the fruity moniker of *Quantum* in a clever-than-thou attempt to make the title mean more than just Craggy's brooding inner-torment over his lost wuv . And following their ongoing mission to foist Craggy as the "New & Improved", Post-Modernist "Second Coming" of Sean Connery for the New Age, they aimed to make SF a surrogate Goldfinger by having our alleged "Hero" face off a non-"Organization"/Quantum nemesis in that wacko Silva's tunnel-vision vendetta over Mommy-M. (Plus, they still didn't have the rights until after SF's filming & release)
My prediction: They won't want to withhold SPECTRE for the lengthy time it takes for Babs to find her next indentured servant - I mean, her next "James Bond", opting to strike while the iron is still hot (-ish); so they'll "develop" it in the next two movies (Craggy's last under his contract). Craggy the 4th will re-introduce New-SPECTRE as the "Big Threat" that somehow bought out and absorbed "The Organization"/Quantum as a thinly-veiled commentary on the "Evils" of Corporate Mergers as Babs is wont to show how "enlightened" she wants the audience to think she is about The World. And that snotty White flunky who was so heavily built-up as some kind of "Major Player" (until the actor publicly quit after QoS and badmouthed BOTH the Craggy-Bond movies he did) will be handwaved away as having been "retired" offscreen because he couldn't handle the "transition" (or some other euphemism).
Which leads back to the question of whether Christoph Waltz's Villain IS Blofeld, or a "No. 2" Stand-In who makes way for the Actual Blofeld in Craggy's 5th. If they want to make Craggy's 5th and Last (one can only hope) a BIG EVENT (like You Only Live Twice was in the day), then my bet is on the latter.

Don't bring blofelt back they'll only going and make him hit on bond like silva did (because that's what a camp bond villiain is hur dur)
They've already paradoxed themselves with the goldfinger car in skyfall (that isn't supposed to be there but some reason is, why did he even have it..), screw it have blofelt hit on bond, have them both sleep with each other, kill off more bond women pointlesley, have q joke even more about exploding pens and how he doesn't do that as he's now some sad hacker who makes a pigs ear of that.

I too like Waltz as an actor and don't object to him being a villain. Personally I doubt Blofeld will return this soon, if ever. He'll probably be a re-hash of a classic Bond villain under a different name like Silva who reminded me a lot of the descriptions about Scaramanga in the book.
